Automatic Advancement Scheme (AAS) “6 Years and 12 Years AAS Clarification”
The Automatic Advancement Scheme (AAS) allows eligible government employees to receive promotions or special grades on completion of 6, 12, 18, and 24 years of service without the need for a vacancy.
Under G.O.Ms.No.117, Fin & Plg (FW PRC-I) Dept., Dt. 25-05-1981, read with G.O.Ms.No.65, Fin (HRM-V-PC) Dept., Dt. 17-06-2021, employees are entitled to higher scales known as Special Grade, Special Promotion, Special Adhoc Promotion, and Automatic Promotion respectively.
Eligibility depends on continuous service, satisfactory record, and non-disciplinary reversion.
FR 26(b): Increments, Leave & Service Continuity
Fundamental Rule 26(b) defines how service is treated for increment purposes:
✅ All leave except Extra Ordinary Leave (EOL) and deputation out of India counts for increments.
✅ Service in an officiating or temporary post counts when the employee is confirmed later.
✅ Reversion on own request does not break service, provided it’s not disciplinary.
This rule is vital in AAS and pay fixation calculations.
Regular Service → Counts for Increment
EOL/Deputation → Not Counted
Reversion on Request → Counts if Rule Conditions Met
Leave Rules – Eligibility & Sanction Guidelines
Leave is governed under the Telangana Leave Rules (Part I–V). Employees are entitled to various kinds of leave depending on service type and conditions:
🔹 Earned Leave (EL): 15 days per half year
🔹 Half Pay Leave (HPL): 20 days per half year
🔹 Leave Not Due (Rule 15-C): For permanent employees with medical grounds
🔹 Commuted Leave: Twice the amount of HPL on medical certificate
Leave cannot be claimed as a right — it is subject to sanction by the competent authority.
Pay Fixation on Promotion & AAS
Pay is fixed under FR 22(a)(i) on promotion or AAS, granting one increment in the lower scale and then fixation in the higher scale.
Example:
Existing Pay: ₹33,750/-
Add Increment: ₹940/-
Pay Fixed: ₹34,690/- in the higher scale.
